Setting up an IT company in a Turkish Technopark requires two separate decisions: forming the legal company and getting a qualifying project accepted by the relevant Technology Development Zone. A Trade Registry certificate alone does not create Technopark status or unlock Law No. 4691 incentives.
As of 5 August 2026, the Ministry of Industry and Technology reports 114 Technology Development Zones across Turkey. The zones operate under the national Technology Development Zones framework, but company/project admission is handled through the relevant Technopark management company and its evaluation process. Application documents, office/incubation options, fees and evaluation timing can therefore differ by zone.

Choose a Technopark for project fit, operating model and ecosystem—not only for its address or tax headline.

Technoparks are designed for technology development, R&D, software and design activity. A normal IT business is not automatically a Technopark business.

A project can be commercially useful and still fail the R&D/software/design test if it contains no meaningful development content. Do not write the proposal as a sales brochure.
The national incentives come from law, but the practical ecosystem differs by Technology Development Zone. Before applying, compare several zones against the company’s real operating needs.

There is no safe universal answer for every Technopark. Zone application models differ. Some routes are designed for established companies, while incubation/entrepreneurship programs can accept founders or teams before a full operating company is in place.
Before incorporating solely for a Technopark application, ask the zone in writing:
This prevents two expensive mistakes: forming an unnecessary structure before eligibility is tested, or waiting to form a company until after a zone-specific deadline has passed.
A useful project file should let an evaluator understand what will be developed, why ordinary engineering is insufficient, how the team will solve the technical problem and what will exist at the end.
Prepare at least these workstreams, adjusted to the actual Technopark form:
Remove unsupported performance promises. If a prototype has not yet proved a 20% speed gain, do not write a 20% improvement as if it is already measured.
The Ministry publishes a 45-day service standard for Technology Development Zone area applications. That is a government process for establishing/expanding a zone, not a guaranteed SLA for an individual software company’s admission to a Technopark.
Company/project application timing depends on the relevant zone’s management-company process, completeness of the file, evaluation calendar, requested revisions and office/incubation capacity.
Plan by milestones instead of promising a fixed number of days:
Where a Turkish operating company is required, foreign investors can generally establish a Turkish capital company under the same company-law framework as domestic investors, subject to sector-specific restrictions.
For 2026, the statutory minimum capital is TRY 50,000 for a limited company (Ltd. Şti.) and TRY 250,000 for a joint-stock company (A.Ş.). A Ltd. Şti. is not subject to a universal 25% pre-registration capital deposit; an A.Ş. generally requires at least 25% of subscribed capital before registration, with the balance payable under the statutory timetable.

Keep Trade Registry, tax, authority and Technopark records consistent from the first application onward.
After project acceptance, complete the operational conditions required by the selected zone and current law before treating the incentives as active.
Depending on the route, this can include:
Law No. 4691 assigns workplace-opening/operating licence responsibility for relevant R&D/design firms in the zones within the current Ministry/provincial framework. Do not assume the normal municipal process or a blanket exemption without checking the actual premises/activity.
Technopark incentives are not a generic office benefit. The company must identify which approved activity, income and personnel actually meet the current rules.

After acceptance, use the Technopark R&D incentives tax guide to review qualifying income, personnel and the evidence needed for each incentive. An admission decision does not by itself establish the tax treatment of every transaction.
Technopark status is not a permanent tax label disconnected from project activity. Ministry audit guidance specifically reviews whether companies whose last project has ended submit a new project within the required process and whether the management company starts removal procedures when a company continues in the zone without an active qualifying project.

The company should also retain personnel/time, accounting and tax evidence that reconciles to the approved project and zone records.
A Technopark does not require Turkish ownership merely because it is a state-supported innovation zone. A foreign-owned Turkish company can apply subject to the same project and zone conditions, while sector-specific restrictions must still be checked.
However, foreign share ownership does not itself authorise a founder to work in Turkey. If a foreign shareholder will actively manage or perform productive work, complete a separate work-authorisation analysis before starting that activity.

University links, incubators, TTOs and existing company clusters can improve access to talent and research partners, but the benefit varies by zone and discipline. Do not choose a Technopark solely from an old national salary statistic or an unsupported claim that graduates will be easier to hire.
