Yes, a foreign national can apply for a personal bank account in Turkey, but approval, required documents and the available opening route depend on the bank’s current policy and the applicant’s profile. A residence permit is not a universal requirement for every route, although it can expand the available options. Applicants should normally be ready to provide a valid passport, a Turkish foreigner or tax identification number, verifiable address evidence and information that explains the intended use and source of funds.

Quick answer for 2026: Start by identifying whether you are applying as a resident, a non-resident visiting a branch or an applicant who may qualify for a bank-approved remote route. Confirm the identity, address, phone, card and digital-banking requirements before travelling, issuing a power of attorney or sending original documents.

This guide concerns a foreign individual’s personal account. A Turkish company is a different customer with a separate KYC file, signatory structure and approval process. If the account will belong to a company, use the business bank account guide.

Choose the correct application route first

“A bank account for a foreigner” is not a single standard process. Residency, address evidence, identification technology and the bank’s risk policy can change the route and the documents. The following table is a planning framework rather than an approval promise.

Applicant profiles and likely account-opening routes
Applicant profileLikely routeConfirm before acting
Resident foreign nationalBranch application or a bank’s available digital routeValid passport or residence document, foreigner/tax ID, registered address evidence, phone and activation rules
Non-resident visiting TurkeyUsually a pre-confirmed branch appointmentWhether the selected bank accepts non-residents, which address evidence it accepts and whether an opening balance or additional KYC evidence is requested
Applicant seeking a remote routeA bank-approved remote process where currently available and suitableNFC-passport eligibility, video identification, address verification, first funding, signing, courier, card delivery and initial transaction restrictions
Representative or power-of-attorney routeOnly for steps the selected bank has agreed to acceptWhether personal video or branch identification is still required and the exact wording, legalization and original-document requirements
Turkish company accountSeparate corporate application after the company documents are availableCompany, signatory, shareholder, UBO, activity and transaction-profile requirements; see the corporate guide

A legal route being available does not mean that every bank must offer it or accept every applicant. Obtain a case-specific confirmation before relying on a remote, branch or power-of-attorney sequence.

Documents commonly requested from foreign applicants

No single checklist applies to every bank, branch and applicant. The safest distinction is between the evidence commonly needed to identify the customer and the additional evidence a bank may request to understand the purpose and expected use of the account.

Common evidence and bank-specific additions
File layerCommon examplesWhat can vary
IdentityValid passport; residence document where applicablePassport technology, age or remaining-validity checks and whether in-person or video identification is required
Turkish identificationForeigner’s identification number or Turkish potential tax identification number, depending on the bank and statusThe identifier accepted for the selected route and whether another record must later be linked
AddressOfficial residence record, address printed on an accepted document, registered lease or recent utility/phone bill where acceptedCountry, document age, language, whose name appears and whether the bank requires a Turkish address
Account purpose and fundsReason for the account, occupation or business background, expected transactions, countries, currencies and source-of-funds evidenceDepth of the explanation and supporting income, contract, sale, savings or other lawful-source documents
Contact and activationReachable phone number, email, specimen signature and any bank formsTurkish-number, OTP, device, card delivery, first funding and online-banking activation rules

For example, İşbank’s current public page lists a valid passport or, where applicable, a residence permit; a foreigner’s identification number or tax identification number; and proof of a valid Turkish residence address or, where applicable, an address printed on the passport. It gives a recent Turkish utility or phone bill as an address-evidence example. This is one bank’s published route, not a universal legal checklist for all banks.

Common identity, address and KYC evidence should be checked against the selected bank’s current requirements.

How to obtain a potential Turkish tax identification number

The Turkish Revenue Administration provides an online Potential Tax Identification Number Application for Foreigners. The form requests identity, passport, contact and address information. A tax office may also provide assistance where the online route is not suitable.

A potential tax identification number is used here as an identification step in the banking workflow. The bank then completes its normal KYC process, while personal tax consequences depend on residence, income, transactions and other facts.

What happens during a branch application?

  1. Pre-check the route. Confirm that the specific bank or branch will assess your residency profile, nationality, address evidence and intended account use.
  2. Prepare originals and copies. Bring the confirmed identity, tax/foreigner ID, address and KYC evidence in the format requested.
  3. Complete identification and KYC. Answer the purpose, occupation, expected transaction, country, currency and source-of-funds questions consistently.
  4. Review the product and fee documents. Check account type, currency sub-accounts, card, domestic transfers, SWIFT, exchange-rate margin, maintenance fee and transaction limits in the bank’s current schedule.
  5. Confirm activation milestones. Ask when the IBAN, debit card, phone/OTP, mobile banking and domestic or international transfers will each become available.

Appearance, clothing or memorised phrases do not determine acceptance. A pre-confirmed appointment, consistent information and complete evidence are more useful than trying to influence a bank’s independent customer-acceptance decision.

Can a foreigner open the account remotely in 2026?

Potentially, but not through every bank and not for every applicant. MASAK General Communiqué No. 32, published on 27 June 2026, added Article 4/C to the remote-identification framework and allows a non-Turkish natural person to be identified remotely using an ICAO 9303-compliant NFC passport and a video call conducted under the prescribed process. The passport-chip data must be verified; if that electronic verification cannot be completed, the relationship cannot be established through this remote identity route. This is the AML/KYC framework: the selected bank must also support the route under its own applicable sector rules, technical implementation and customer-acceptance policy.

For this route, the declared address must be verified with accepted evidence within three months. Until address verification is completed, money transfers and cash withdrawals are restricted. Article 4/C also uses stronger controls for customers acquired through this passport-based remote route, including a high-risk monitoring classification and identity-matching funding controls. Foreign-account transfer flows are restricted to accounts held in the customer’s own name under the rule, subject to the detailed route and any later face-to-face identification that changes the applicable restrictions.

Workon’s current remote route: Workon supports eligible personal applicants through a bank-approved remote onboarding route currently available for suitable files. The coordination can include applicant and document pre-checks, KYC preparation, bank communication, the approved identification/signing sequence and activation follow-up. The bank and route are selected according to the applicant profile and the bank’s current onboarding criteria.

Workon also coordinates eligible corporate bank-account applications through bank-approved remote routes. A company account requires a separate company, signatory, shareholder and beneficial-owner file; see how remote and branch routes differ for a Turkish company.

An IBAN does not always mean the account is fully operational

Applicants often treat “account opened” as one event. In practice, identification, approval, IBAN creation, card delivery and digital-banking activation can be separate milestones.

From application to operational use
MilestoneWhat it confirmsWhat may still be pending
Identification completedThe bank has completed the required identity stepKYC review and customer acceptance
Application approvedThe bank has accepted the relationship subject to its termsAccount creation, agreements or first-funding checks
Account and IBAN createdThe account exists and has an IBANCard, mobile access, transaction limits or foreign-transfer functions
Phone and digital banking activatedThe approved device/phone and online channel can be usedSome products, limits, card delivery or SWIFT activation
Operational use confirmedThe required card, domestic payment and/or international-transfer functions have been tested or confirmedFuture transactions can still be reviewed under the bank’s ongoing controls

How to compare banks without relying on “best bank” rankings

There is no universal “best” or “easiest” Turkish bank for foreigners. The right choice depends on the applicant profile, accepted address, language, branch or remote route, currencies, digital access and expected transactions. The table below compares only features the banks publish; it is not an account-approval ranking.

Selected official bank information reviewed on 31 August 2026
BankPublished information relevant to foreign customersWhat this does not prove
İşbankPublishes a branch route and examples of passport/residence, foreigner or tax ID, and Turkish address evidenceThat the same file will be accepted for every applicant or branch
Garanti BBVAPublishes English online, mobile and phone banking, English ATM menus, specified expat branches and USD/EUR transactions at specified ATMsThat its onboarding or KYC is universally easier
AkbankPublishes expat relationship-manager support, multi-currency banking and related products/servicesThat every product, offer or remote route is available to every foreign applicant
Ziraat BankasıPublishes TL current-account functions and branch/internet application channels for the productA foreigner-specific document list or acceptance ranking

Before choosing, ask the bank to confirm the route for your profile, accepted address documents, account currencies, card and phone requirements, English-language channels, domestic and international transfer access, current fees and the process for maintaining access while abroad.

KYC, source of funds and additional bank questions

A passport and tax number identify the applicant; they do not explain how the account will be used. Depending on the profile, the bank may ask about occupation, employer or business activity, countries, expected monthly volume, currencies, counterparties, source of funds and the reason for opening an account in Turkey. It may request supporting records such as income evidence, contracts, sale documents, statements or other documents relevant to the explanation.

Provide accurate and consistent information. A complete file supports a smoother KYC review and helps the bank assess the application efficiently. For a focused explanation of preparation and common KYC decision factors, read why banks may reject foreign account applications.

Using the account safely while abroad

  • Confirm phone and OTP rules: ask whether the registered number must be Turkish, how a number change is verified and what happens if the SIM is inactive abroad.
  • Use official channels: do not try to bypass geolocation or security controls with a VPN. Ask the bank how international access should be configured.
  • Verify card delivery and activation: the card may follow a different timetable from the IBAN or mobile application.
  • Review fees and limits: domestic transfer, SWIFT, correspondent-bank, exchange-rate and cash-withdrawal costs can differ by product and channel.
  • Keep information current: update the bank when your address, tax status, phone, email or expected account use changes.
  • Protect account access: use the bank’s official application and support contacts; never share an OTP, PIN or online-banking password with a service provider.

How Workon supports personal and corporate applications

Workon coordinates the application as a case-specific file rather than relying on a generic checklist. For a personal account, support can include reviewing the applicant profile and available route, identifying document gaps, coordinating KYC explanations and bank communication, arranging a branch appointment or the currently available bank-approved remote sequence, and following the agreed activation steps. After the account-opening and activation handoff is complete, ongoing account-specific questions, instructions and access issues must be handled directly by the account holder with the bank; Workon cannot access private account information or operate the account on the client’s behalf.

For a Turkish company, the process is separate and can include company documents, signatory and UBO evidence, ownership/KYC coordination, a branch or bank-approved remote route, signing and courier checks, and online-banking authority preparation. In both cases, the application is completed under the selected bank’s current identification, KYC, product and activation procedure.

Frequently asked questions

Possibly. A residence permit is not a universal requirement for every bank route, but the bank may require a Turkish address or other evidence and may apply different rules to residents and non-residents. Confirm the selected bank’s current policy for your profile.

Common evidence includes a valid passport, a Turkish foreigner or potential tax identification number, verifiable address evidence and the bank’s forms. The bank may also ask about occupation, account purpose, expected transactions and source of funds. The exact list varies by bank and applicant.

Banks commonly request a Turkish foreigner’s identification number or potential tax identification number, depending on the applicant and route. Obtaining a potential tax number for identification does not by itself determine every tax obligation; tax outcomes depend on the person’s residence, income, transactions and other facts.

Potentially. MASAK’s Article 4\/C framework allows remote identification of non-Turkish natural persons using an ICAO 9303-compliant NFC passport and the prescribed video-identification process. If the passport-chip verification cannot be completed, that remote identity route cannot establish the relationship. The selected bank must also support the route under its own sector rules, technical implementation and customer-acceptance policy.

Under the current Article 4\/C framework, the declared address must be verified within three months. Until address verification is completed, money transfers and cash withdrawals are restricted. The framework also applies enhanced controls to the remotely acquired customer and limits specified foreign-account transfer flows to accounts held in the customer’s own name, subject to the detailed rule and any later face-to-face identification.

There is no universal best bank. Compare the route available for your residency and address profile, accepted documents, language support, currencies, digital access, card and phone rules, international-transfer functions and current fees. Published expat features are better used as a service comparison than as an approval ranking.

Not necessarily. The account and IBAN, debit card, registered phone or OTP, mobile banking, domestic-transfer limits and SWIFT or international-transfer functions may become available at different times. Confirm each milestone with the bank.
