Tourism business licensing in Turkey follows different routes depending on the activity. A travel agency follows the Ministry of Culture and Tourism + TÜRSAB framework under Law No. 1618. A hotel or other accommodation facility follows the Ministry tourism-facility certification route under Law No. 2634 and the applicable facility regulations. A tourism-purpose residence rental, tourist transport activity, food business or other specialist service can trigger additional or different permits.
The 2026 setup sequence is: define the activity first → register the business correctly → identify the sector certificate → check premises/workplace requirements → complete the Ministry/TÜRSAB or other authority process → maintain the ongoing operating obligations that apply to the activity.

A tourism-related NACE/activity code covers the company-registration layer; the applicable tourism operating certificate is completed through the separate sector-licensing route.
For a travel agency, the current Ministry page states that travel-agency status is acquired by becoming a TÜRSAB member and obtaining the Ministry-issued Seyahat Acentası İşletme Belgesi. The agency begins travel-agency activity after the Ministry operating certificate has been issued.
The travel-agency route has two connected parts:
The official 2026 travel-agency application route is published by the Ministry of Culture and Tourism.
The overall schedule depends on title approval, document readiness, personnel, workplace compliance, TÜRSAB review and Ministry processing. A project-specific timeline is therefore more useful than a generic fixed duration.

The Ministry’s current 2026 application page lists a TÜRSAB member registration fee of TRY 649,278.98 for A, B and C agency groups. Because this is a time-sensitive statutory/sector figure, check the official page immediately before payment.

The guarantee is not the same thing as the TÜRSAB registration fee. For each branch, the current Ministry page states that the guarantee is 25% of the main-agency amount.
For 2026 budgeting, use the current official guarantee amounts published by the Ministry; older internet articles may reflect superseded figures.
The current Ministry process expressly includes TÜRSAB inspection of the notified travel-agency workplace against the requirements in the Travel Agencies Regulation. Therefore, the agency’s registered address and its compliant operating workplace should not be treated as automatically interchangeable.
Verify the exact Article 17 workplace conditions before signing a lease or choosing a workspace. A virtual office or coworking model can then be evaluated against the premises rules that apply to the planned travel-agency model.

Hotels, pensions, apart hotels and other qualifying accommodation facilities follow the Ministry’s tourism-facility certification framework rather than the TÜRSAB travel-agency route.
The Ministry’s current tourism-facilities page states that certification applications are made through e-Devlet. For qualifying initial applications for Turizm Yatırımı Belgesi, Turizm İşletmesi Belgesi or Kısmi Turizm İşletmesi Belgesi, the Ministry currently shows a TRY 15,000 application fee. Other certificate/plaque/establishment charges are updated separately and should be paid only when officially notified.

Company registration, workplace licensing and Ministry tourism certification are separate stages.
For a new accommodation business that receives an İşyeri Açma ve Çalışma Ruhsatı, the current general rule under Law No. 2634 is that the operator must obtain the Ministry Tourism Operation Certificate within six months of the workplace-licence date. The Ministry’s current FAQ states this six-month certification obligation directly.
For new 2026 accommodation openings, use the standing six-month certification rule. The often-quoted three-month application / six-month certificate timetable came from the transitional rule in Temporary Article 19 for a defined group of accommodation businesses that already held workplace licences before the 2023 amendment and had not yet completed tourism certification.
This six-month certification rule applies to the accommodation route; travel-agency and tour-operator timelines follow their own sector process.
The Ministry now states clearly that new applications for Basit Konaklama Turizm İşletmesi Belgesi are no longer accepted because the temporary statutory application period has ended.
Existing simple-accommodation certificates can still have transfer, capacity-change and other procedures handled through the relevant Provincial Directorate of Culture and Tourism. New operators should plan their 2026 certification route using the currently available accommodation-certificate framework.
Short-term tourism-purpose rental of residences follows a separate permit regime, so the applicable residence-rental authorisation should be planned independently from hotel or travel-agency certification.
If the business model involves operating or marketing short-term residence rentals, identify the owner/operator role, permit holder, platform/advertising obligations and any agency relationship before accepting bookings.
A travel agency may sell or organise transport as part of a travel product, while the company that operates the vehicle/transport service can also fall under separate road-transport authorisation rules. The applicable transport authorisation should therefore be matched to the actual operator, vehicle and service model.

Before incorporation, define whether the business will be a travel agency, accommodation operator, tourism-purpose residence operator, transport operator, restaurant/entertainment facility or a combination. The articles/activity codes, premises, personnel and licences should align with the actual model.
