Turkey does not have one universal residence permit: in 2026, you must apply under a legal purpose that matches what you will actually do and support it with the route-specific evidence generated by e-İkamet. For a new property-owner short-term application, the current official checklist states that the home must be worth at least USD 200,000 in Turkish-lira equivalent on the acquisition date and be used by the applicant as a residence. For an individual tourism-ground application, the same checklist uses 1.5 times the net minimum wage and evidence of regular income for at least the previous three months. A residence permit does not by itself authorise work.

What is current in 2026?
The safest way to use the phrase “new rules” is to compare old internet claims with the requirements currently published by Migration Management. The following points are verifiable in the live official material:

There is no reliable static article-level number for “closed neighbourhoods” that should replace a live address check. Address eligibility and registration practice can change. Confirm the exact building and address through the official process or the competent Provincial Directorate before making a non-refundable accommodation commitment.
Is USD 75,000 still enough for a property residence permit?
Do not use the old USD 75,000 or USD 50,000 figures for a new 2026 property-ground plan. The current official short-term residence-permit checklist says the house must be worth at least USD 200,000 equivalent in Turkish lira as of the acquisition date. It must be a residence belonging to the applicant and used by that applicant; the checklist states that it cannot be used for rent or similar income-generating purposes.
The test is not simply the asking price in an advertisement. Reconcile the title deed, acquisition date, official value evidence and address before treating the route as available. An older acquisition, inheritance, donation, shared ownership or a family member’s application can require a different evidence and transition analysis. The USD 200,000 residence-permit test is also distinct from any citizenship-by-investment threshold.
How much income is required in 2026?
The official 2026 net minimum wage is TRY 28,075.50 per month. Applying the current short-term tourism checklist gives the following planning references:

These are evidence thresholds, not approval guarantees and not a universal formula for property, family, student or long-term permits. A family residence permit uses its own sponsor test: total monthly income must not be below the minimum wage and must correspond to at least one-third of the minimum wage for each family member. What counts as regular income evidence?
The current tourism checklist identifies evidence such as a pension record, a bank passbook showing the last three months of movements, a stamped and signed company letter, documentation of bank-deposit income, or title deed and rental contract where rental income is claimed. The purpose is to show a sufficient, regular and traceable resource—not merely a balance on one day.
Foreign-issued documents do not all follow one universal legalisation rule. Translation, notarisation, apostille or consular approval depends on the document, issuing country and official checklist. Prepare the route first, then legalise only the records that need it.
Documents shared by most short-term applications
- Signed residence permit application form generated through e-İkamet.
- Passport or substitute document and visa pages, with the original available; the passport should remain valid for at least 60 days beyond the requested permit period.
- Two recent biometric photographs meeting the current specifications.
- Residence-permit fee and card-fee receipts, plus a single-entry visa fee receipt if that charge applies.
- Valid health-insurance evidence covering the requested period, unless a route-specific exception applies.
- Evidence or declaration of sufficient and regular financial means.
- Current address/accommodation evidence matching the actual arrangement.
- UETS evidence for extension and transfer applications, subject to the under-18 exception.
- Additional evidence for the chosen purpose, such as title-deed, travel-plan, study, treatment, research or commercial-connection records.

Application process: from route choice to card
- Confirm legal stay and purpose. Select the purpose that matches the facts; do not relabel employment, permanent settlement or a passive investment as tourism.
- Check identity and address controls. Confirm passport validity, visa/visa-exemption status, accommodation evidence and address admissibility before filing.
- Use only the official e-İkamet system. Complete the form accurately and save the application number and generated document list. Appointment booking itself is free.
- Build a reconciled evidence pack. Names, passport data, dates, address, insurance, income and route-specific documents must agree.
- Pay the assessed charges. Retain readable receipts and match them to the application number.
- Attend or submit as instructed. Follow the current first-application, extension or transfer instructions for the relevant province and route.
- Respond to requests within the stated period. Migration Management’s current FAQ states that additional or missing documents must be submitted within 15 days; otherwise the application is not evaluated and is cancelled.
- Track the decision and complete address duties. A completed residence-permit application is to be decided no later than 90 days after the complete information and documents reach the competent authority; an extension is communicated. First-time applicants must complete the applicable address registration within 20 working days after approval.

Tourist residence permit renewals
A tourism-based renewal is not automatically banned, but it is never automatic. The applicant must still satisfy the short-term conditions, show that the declared purpose remains real and temporary, and provide the current travel, accommodation, income, insurance, address and other requested evidence. A prior approval does not bind the authority for a later period.
The official FAQ states that an extension application can be filed during the final 60 days of the existing permit and must in all cases be filed before expiry. If the purpose has changed, use the transfer/application route appropriate to the new purpose rather than repeating an inaccurate tourism claim.

The e-İkamet form calculates the amount for the individual application. For first, transfer and extension applications, the official FAQ says the residence-permit and card fees should be paid before the appointment. Keep the official receipt; do not pay a third party for a supposedly “guaranteed” appointment.
Travel while the application is pending
The official FAQ describes a controlled exit-and-return route using the approved residence-permit application document and fee receipts. Return must generally occur within 15 days for that document-based facility; otherwise ordinary visa rules apply. Obtain and carry the correct approved document before travel rather than relying on an application screenshot or appointment email.
A residence permit is not a work permit
A short-term, family or student residence card should not be treated as blanket work authorisation. Foreigners who will work must satisfy the applicable work-permit or work-permit-exemption rules. Company ownership creates another common classification error. Registering or holding shares in a Turkish company does not automatically produce a residence permit and does not itself authorise active work.
