In Turkey, “legal address” is usually an English shorthand rather than a separate address category. For a Turkish company, the address that matters most is its registered headquarters address (merkez adresi) recorded in the company and tax records. A mailing or correspondence address may be used to receive communications, but that alone does not make it the company’s registered headquarters.

A virtual office is a commercial service model. It can support a registered headquarters for many businesses when the company has a genuine right to use the exact premises, the address is correctly recorded and the activity is compatible with that premises model. The service label itself does not create automatic legal suitability.

This guide explains the terminology question. For the separate post-registration tax-office process, use the virtual-office tax-office yoklama guide.

Legal, Registered, Mailing and Virtual Address: What Each Term Means

Term Practical meaning in Turkey What it does not prove by itself
Registered headquarters / legal address The official headquarters address used in the company’s registry and tax records. It does not by itself prove that every business activity may be carried out at the premises or that a bank will approve the company.
Mailing / correspondence address An address used to receive letters, deliveries or other communications. Mail reception alone does not establish a right to register the premises as the company’s headquarters.
Operating / workplace address A place where the business actually carries out operations, keeps staff, stock, equipment or receives customers, depending on the activity. It should not be assumed to be identical to the registered headquarters; additional workplace, branch, municipal or sector requirements may apply.
Virtual / serviced office A service arrangement that can combine registered-address use, mail handling, meeting rooms, reception and workspace access. The label “virtual office” does not create a universal right to use the premises for every company or regulated activity.
Home address A residential address that may be usable for some business models where the right of use and activity allow it. A residential address is not automatically suitable for every company activity, licence, customer-facing operation or building arrangement.

Quick rule: receiving mail at an address is a service function. Registering that address as the company’s headquarters is a separate legal and administrative function.

How the Official Registered Address Works in Turkey

For company procedures carried out through MERSİS, the headquarters address is part of the company record. The Ministry of Trade’s MERSİS system operates alongside the National Address Database (UAVT), so the registered location must be an identifiable official address rather than an informal description created by a provider.

A registered headquarters must refer to a real, identifiable premises and be supported by an appropriate right-to-use arrangement.

The core issue is the right to use the exact premises

There is no useful universal rule that every company must present one identically named provider document. Depending on the arrangement, relevant evidence can include a lease, serviced-office or address-use agreement, title document and provider-side premises evidence.

The practical question is whether the company can substantiate a genuine right to use the exact registered headquarters. The agreement should identify the parties and premises clearly and support the intended registered-address use where relevant.

A P.O. box or mail-forwarding point is not the same thing

A P.O. box, courier collection point or informal forwarding address may help with logistics, but it should not be described as a registered headquarters unless the company actually has the required right to use the underlying premises and the address can be recorded through the applicable official process.

Do Not Confuse the Address Right With the Service Package

The registered-headquarters right is distinct from optional workspace, mail and communications services.

A virtual-office package can combine several services, but each has a different role:

  • Registered-address use: the contractual right for the company to use the exact premises as its headquarters where the arrangement and activity allow it.
  • Mail receipt and forwarding: an operational process for incoming correspondence.
  • Reception or phone handling: a communications service.
  • Meeting rooms or desk access: workspace access that does not itself determine the legal status of the registered address.

What to Verify Before Using an Address for Registration

Registered headquarters, address-use agreement and official-mail handling in Turkey.

Check the exact premises, right-to-use evidence and official-mail process before the address enters the company file.

  1. Confirm the exact official address. Check the building and unit details that will be used in the company record.
  2. Confirm the right of use. Review what agreement gives the company the right to use those premises as its registered headquarters.
  3. Confirm the provider’s authority. Where a service provider grants the use, understand what supports its control of the premises and authority to offer the arrangement.
  4. Check activity compatibility. A registered address does not replace storage, production, customer-access, municipal or sector-specific premises requirements where those apply.
  5. Define official-mail handling. Know how correspondence is logged, how quickly the company is notified and what happens to originals.
  6. Plan for verification. Know the premises-side process if the tax administration requests information or attends the address. Provider support is not a guarantee of a particular authority outcome.
  7. Check the exit path. Understand what happens to the registered address if the service agreement ends or the provider loses the premises.

Keep the Same Headquarters Across the Company File

The same underlying registered headquarters should remain traceable across MERSİS/Trade Registry records, tax records and later company documents that use the headquarters address. English translations can be formatted for readability, but they should still point to the same official location.

Tax-office yoklama is a separate process. The current GİB guidance explains that commencement-of-business checks are carried out through the Electronic Yoklama System and that commencement yoklama is to be concluded within a maximum 15-day administrative period after taxpayer status is established. That is not a guarantee that an officer will attend on a particular day or that every case follows an identical visit pattern. See the current GİB guidance and the separate yoklama preparation guide.

If your issue is maintaining the same address consistently across registrations, invoices and later company records, use the company-address consistency guide.

Six Address Mistakes Foreign Founders Should Avoid

  • “I can receive mail there, so I can register there.” Mail handling does not itself prove registered-headquarters rights.
  • “Virtual office” means automatically legal for every activity. Suitability depends on the premises, right of use, company activity and any licensing conditions.
  • A prestigious district guarantees acceptance. Location can matter commercially, but it does not replace correct address records and supporting documents.
  • A registered address guarantees a bank account. Banks run their own KYC and risk review.
  • The company address can automatically be used as the founder’s residential address. Company headquarters and personal residence-address requirements are separate.
  • The headquarters address replaces an operating licence or additional workplace filing. Where the business actually operates can create separate regulatory or administrative requirements.

Frequently Asked Questions

A virtual office can support a registered headquarters when there is a genuine right to use the exact premises, the official address is correctly recorded and the arrangement fits the company's activity. The service label alone does not establish suitability for every business or regulated activity.

It can be, subject to the actual premises, right-to-use evidence, company activity and the applicable registration procedure. A mail-forwarding agreement alone does not establish the right to register the premises as headquarters.

Not in every case. A company may be able to register its headquarters through a suitable virtual-office or serviced-office arrangement, but that does not remove any separate requirement for a physical operating premises, workplace licence, storage, production area, customer-access space or sector-specific facility where the actual activity requires one.

Build the address file around the exact official premises, the company's right of use, the provider's authority to grant that use and activity compatibility. The arrangement may use a lease or another appropriate address-use agreement; founder identity and corporate documents are separate parts of the wider company file.

The tax administration may request information or conduct yoklama at the registered premises. Agree how the provider handles premises-side contact and official correspondence, while confirming any company-representative requirements for the case. Provider support does not guarantee the outcome.
