How MERSİS and UAVT Affect the Address

The Ministry of Trade’s MERSİS system is used for company and trade-registry transactions. MERSİS is part of Turkey’s public digital infrastructure and works alongside the National Address Database (UAVT). For company procedures, this means the headquarters cannot simply be a free-form description invented in a contract or on a website.

Before filing, confirm the exact official neighbourhood, street, building and independent-unit information that will be used in the company record. Small wording differences in English translations are less important than ensuring every document points to the same underlying official location.

Practical rule: the company address should be traceable to one real official premises across the registry, tax and supporting right-to-use file.

The Right-to-Use Evidence Is Case-Specific

Do not reduce every legal-address arrangement to one universal “lease contract”, notarised declaration or provider certificate. Depending on the premises and transaction, the evidence can include a lease, ownership document, serviced-office or address-use agreement and provider-side documents showing the authority to grant the relevant use.

The useful question is whether the documents establish:

  • the exact premises;
  • the parties to the arrangement;
  • the provider/owner’s authority over the premises;
  • the company’s right to use the address as its registered headquarters where relevant; and
  • a premises model compatible with the company’s actual activity.

What a “Legal Business Address” Does Not Mean

  • It is not just a P.O. box or mail-forwarding point. Mail reception alone does not establish registered-headquarters rights.
  • It is not automatic approval of every virtual-office package. The exact premises, documents and activity still matter.
  • It is not a bank-account guarantee. Banks apply their own KYC and risk review to the full company file.
  • It is not an operating licence. A warehouse, clinic, restaurant, manufacturing site or other regulated activity may require separate premises and approvals.
  • It is not automatically the founder’s residential address. Company headquarters and personal residence-address requirements are separate.

A company’s registered headquarters is its official company address. The place where the business actually keeps employees, stock, production equipment, customers or regulated operations can create separate workplace, branch, municipal or sector requirements.

A remote service company may be able to use a virtual or serviced headquarters without dedicated daily premises. A business that needs customer-facing operations, storage, production, regulated equipment or a premises-specific licence may need dedicated or additional operating space. The address model should follow the activity rather than the company choosing an address first and trying to make the activity fit later.

How the Address Enters the Company Formation Workflow

  1. Confirm the exact official premises. Verify the address that will be used in MERSİS/Trade Registry records.
  2. Confirm the right to use it. Review the agreement and supporting premises documents applicable to the actual arrangement.
  3. Check activity fit. Make sure the registered-address model does not conflict with the company’s real operations or premises-specific requirements.

Tax-Office Yoklama Is a Separate Verification Layer

Tax-office verification is separate from Trade Registry registration and focuses on relevant taxpayer facts.

After taxpayer status is established, GİB may carry out commencement-of-business yoklama through the Electronic Yoklama System. Current GİB guidance states that commencement yoklama is to be concluded within a maximum 15-day administrative period after taxpayer status is established. This is not a guarantee that an officer will attend on a particular day.

For a virtual or shared address, the practical file should still be able to show a real identifiable premises, a genuine right to use it, activity compatibility and a clear premises-side process if the tax administration requests information or attends the address.
